苗栗縣苗北藝文中心簡介

壹、源起
      為促進苗栗縣全境區域發展均衡,營創美藝與生活休閒融合的文化空間,由苗栗縣政府興建「苗北藝文中心」,初衷系以整合苗北生活圈的藝文資源,提升當地人文素養與藝術氣息為主,亦著重將當地特色文化推向國際舞台,並適度將兩岸與國藝際術文化引入,使苗栗縣成為享受文化生活的快樂園地。
      「苗栗縣苗北藝文中心」為一座地上5層,地下2層的現代建築,整體建物面積合計有0.9255公頃,茲將苗北藝文中心層級定位為「縣市級」的表演場所,主要空間規劃為演藝廳(1090席)、實驗劇場(200席)、視聽中心、戶外展演區、藝文展覽區及藝術創作家駐站工作室,發展機能係為適合國內外各類型音樂、戲劇、舞蹈表演及展覽、研習訓練機能與大型集會使用。
      由於藝術文化的本質不但是涵蓋視覺與聽覺藝術的展演活動,同時也是觀眾對於參與藝文活動的切身體驗,未來本中心業務規劃以「發掘苗栗」、「連結台灣」、「吸納世界」三大願景定位未來場館的發展方向;確立「專業服務」、「維運升級」、「數位智慧」、「打造場館品牌」四個核心價值,使苗栗縣苗北藝文中心的營運規劃,更具系統性與策略性的發展。

貳、設計概念
      本中心建築外觀整體造型設計以山水意象為主軸,利用簡潔的切線勾勒出山的形象,建築底部之帶狀玻璃開口及基地上置入的元素則為山腳下田園意象,並透過鑲嵌、重疊、包覆、懸挑、切割等手法,企圖創造建築量體與基地環境之間豐富的空間對話。

參、營運組織
      本中心現有營運模式以行政法人方式運作,受苗栗縣政府監督,董事會為本中心行政審議機制,中心置藝術總監,綜理執行本中心營運管理業務,下設「活動企劃部」、「演出服務部」、「展覽育成部」、「行政管理部」負責各執掌業務。

伍、場館介紹
一、演藝廳
      多功能演藝廳位於本中心一樓,主體空間分為上、下二層式,觀眾座位計有1090席(一樓730席、二樓356席)。另規劃身障專用電梯及4個身心障礙專用席,在各種演出型態下,觀眾席各位區均有良好視覺效果,除視覺外演藝廳空間更擁有良好的音質效果。以多功能演藝廳為例,室內背景噪音值可達到NC-20,不僅建立了優質的音場,同時也達到高規格的噪音控制標準。
      演藝廳表演場地為鏡框式劇場(寬1700公分 x高930公分) 舞台懸吊系統分電動及手動操作總計有34道吊桿,另有音效反射板及側背板等,舞台正後方配備有背投影機之相關設施,另舞台正面兩側更規劃可上升收藏之字幕投影機,演藝廳除具有現代化之各項舞台設施外,可配合各種表演做場域模式變化。
      演藝廳主舞台中前方設有舞臺平台(約18㎡),及樂池升降平台(約48㎡),舞台用燈光、音響均以數位式控制設備,分別設置於主控室、副控室及燈控室獨立空間。
      因應各種表演節目需求,中心配置有兩部史坦威D-274鋼琴及三部KAWAI-RX5鋼琴,後台設置有可同時容納120位演員用梳化室,另配置表演團隊行政及技術人員工作室。左、右側台、後舞台空間道具運送升降通道等空間寬廣。

二、實驗劇場
      本劇場之設計理念以標準「黑盒子」概念模式設計,非鏡框式劇場,整個空間四面牆壁均著黑色,可供小型劇場或示範演出用,觀眾席座位120席採用電動伸縮設計,另80席座位可依演出型態做不同面向調整,讓表演團體有自由發揮的空間。舞台使用之燈光、音響、投影相關設備,均設置於劇場空間上方,因舞台及觀眾席之大小不受舞台框的限制,所以民眾可近距離觀賞演出者表演。

三、視聽中心
主要功能為提供民眾辦理演講、會議與教學課程使用,座位有120席,提供設施包括講台、投影機設備、多功能音響等完善影音器材。

四、研習教室
      主要功能為提供民眾辦理教學課程使用,兩間教室座位席次分別為40及50席,提供設施包括投影機設備、桌椅、白板等上課器材。

五、藝文展覽區
      主要以展覽室及藝廊為主,兩展域設置於本中心B1空間,佔地各為200坪、58坪之展區,供策展單位作為展示藝術品的平台,展覽空間備有展覽用投射燈光及畫軌設備,搭配白色展示櫃設備可作陳設變化,無論是立體或平面媒材,皆可多元創作呈現。另有溫馨的二樓迴廊展域,以平面視覺藝術作品為主;一樓側廊以常設立體藝術作品為主要展示方向。

六、戶外展演舞台
      開放式的戶外演出場地,提供戶外表演者揮灑的表演空間,觀眾席使用固定式黑色大理石建材,長條型設計,融合現代感,平時除當視覺公共藝術外,演出時對表演藝術者以互動方式與民眾接觸,增加觀眾與表演者之互動,更拉近民眾與表演藝術的距離。

陸、願景
      「苗栗縣苗北藝文中心」為開拓藝術新生命的重要場所,整體目標主要以服務苗北當地的民眾為主,再逐漸擴展至苗栗全縣及至全國各地的藝文愛好者。近程目標以規畫藝術展覽及藝文表演活動為主,結合發展在地文化,提昇民眾藝文涵養,以達文化扎根目的。而遠程目標則是結合人文與經濟發展,擴展文化藝術產業,開拓藝術新生命,透過藝術提升的過程,振興地方文化創意產業及觀光產業;透過有系統的經營管理模式發揮最大效益。

About Miaobei Art Center

I.Origin

      To balance Miaoli County’s overall development and create a culturally infused living space, the County Government founded “Miaobei Art Center” as a hub for gathering art and culture resources. The purpose of the space is to elevate local citizens’ cultural and artistic awareness, bring regional culture to the international stage, introduce local and global culture and art, and create a county where cultural life is more enjoyed than in any other county in the nation.

      The modern architecture features five levels above ground and two underground, totaling 0.9255 hectares of space. This is a county level venue that includes a Performance Hall (1,090 seats), Experimental Theater (200 seats), Audiovisual Center, Outdoor Stage, and Art Display Zone, making it suitable for all types of activities, such as concerts, theater, dance, exhibitions, workshops, training, and up-scale conferences.

      Art and culture itself is not only presented in audiovisual performances but exists in the public’s participation in the events as well. The business of the Center will be built over the tripod of “Miaoli Discovery”, “Taiwan Linking”, and “World Absorption” as its future development orientation; through “Dedicated Service”, “Upgraded Operation”, “Digital Intelligence” and “Branding”, the Premise is pursuing systematic and strategic development.

II.Design

      The exterior displays images of mountains and water. Simple strokes imitate ridges and slopes, the building base is decorated with a belt-shaped glass opening, and the ground is embedded with farming notes. Layers, coverage, elevation, and cuts are used to enrich the volume of the structure and engage it in dialogue with its surroundings.

III.Organization

      The General and Artistic Director is responsible for manages and executes operational business. The Event Planning, Performance Service, Exhibition and Incubation, Administration Departments are all fall under the Director.

V.Venues and Spaces

1.Performance  Hall

      Located on the ground floor, the Performance Hall accommodates 1090 viewers in two tiers (730 on the first tier and 356 on the second) and has one accessible elevator and four accessible seats. The audience will receive good visual feedback from any seat. In addition to a visual performing space, all other performing halls provide an excellent audio experience. The multifunctional Performance Hall reduces background noise to -20 dB, creating an outstanding sound field where noise control reaches its best criteria.

      The Proscenium stage, which is 17 m wide and 9.3 m high features an auto/manual suspension system, including 34 cranes, audio reflector, side/background boards, background projector, and retractable character projectors on the front left and front right of the stage. The performance hall’s facility is modern, and its performing area can be transformed according to its needs.

      At the center front of the main stage is a raised platform (18 ㎡), orchestra elevation platform (48 ㎡), and lighting and audio, all of which are controlled digitally from the Master-Control Room, Sub-Control Room, and Lighting Control Room, respectively.

      To meet the requirements for events and performances, two Steinway D-274 and three KAWAI-RX5 pianos, dressing rooms that accommodate 120 performers, and studios for the administration and technicians of the performing groups are all provided, along with elevators and paths for moving props at both sides and the rear of the stage.

2.Experimental Theater

      Designed based on the “Black Box”, the non-Proscenium stage has its four walls painted black for small performances and demonstrations. With 120 e-Auto seats and 80 direction-adjustable seats, the performers can arrange their acts in multiple dimensions. The lighting, audio equipment, and projectors are devised over the stage, leaving more room for and little distance between the audience and the actors.

3.Audiovisual Center

      For lectures, conferences, and classes, the seats accommodate 120 people, and such devices as a podium, a projector, and multimedia players are provided.

4.Workshop Venue

      For these well-equipped rooms for classes, the registration opens to the public with 40 and 50 seats, respectively, as well as projectors, desks and chairs, and whiteboards in each room.

5.Art Display Zone

      Featuring exhibition room and gallery, the two spaces are located at the basement first floor. The 660 and 191 m2 areas serve as platforms for displaying art; both spaces are equipped with spotlighting and tracks for hanging paintings. White display cubes for arrangement alteration work well for both graphic and cubic media. Exhibitions can be presented in myriad layouts.

6.Outdoor Stage

      The open space of the stage is the best place for actors to perform. Long, fixed audience seats made with black marble portray a modern design. The seating area serves as public art when there is no event; meanwhile, during performances, actors have the opportunity to interact with the audience, shortening the distance between the public and the performing art.

VI.Vision

      The “Miaobei Art Center” of Miaoli County is an important venue for the exploration and expansion of art and new life. Its purpose is to provide an artistic space for the local public and people throughout Miaoli County, as well as those who love art across the nation. In the near future, the business will focus on artistic exhibition and performance. By integrating local culture, activities look to grow and elevate citizens’ artistic level. As for long-term development, it expects to combine activities of economy and human culture, expand the cultural art industry, and explore new artistic lives. Through the process of artistic elevation, the programs and events will help local cultural creative businesses and tourism to thrive. The ultimate results can be achieved under a systematic operation pattern.
